by Harvey TeamFeb 23, 2026

Harvey today announced a partnership with the Blavatnik School of Government at the University of Oxford, marking its first collaboration with a leading global school of public policy.

As artificial intelligence plays a growing role in courts, regulatory bodies, and public institutions, policymakers and legal leaders must be prepared not only to use AI tools but to evaluate and govern them responsibly. Through this partnership, students and faculty at the Blavatnik School will gain access to Harvey’s legal reasoning platform and training to support research, teaching, and interdisciplinary exploration of AI in public policy.

“As AI becomes embedded in legal and governmental institutions, leaders must understand both its power and its responsibility,” said Winston Weinberg, Co-Founder and CEO of Harvey. “Our partnership with the Blavatnik School reflects our commitment to supporting the policymakers and public leaders shaping how AI serves society.”

The Blavatnik School is a leader in digital governance, AI ethics, and institutional accountability. Last year’s launch of the Oxford Institute of Technology and Justice at the School, and recent multidisciplinary initiatives, including the Institute’s Fair Trial Adviser Hackathon in which Harvey participated, highlight the School’s role in shaping how emerging technologies are deployed in public systems.

The partnership builds on Harvey’s expansion of its Law School Program to the United Kingdom, where it works with leading institutions training the next generation of lawyers. At Oxford, engagement now spans both the Faculty of Law and the Blavatnik School, connecting legal education and public policy and supporting the full pipeline from research and classroom learning to legal practice and public leadership.

Dean John Armour, Oxford University Faculty of Law, said “We see great potential in our relationship with Harvey to both enhance our legal research activities and maintain a leading perspective on the implications of AI for legal practice.” Harvey’s collaboration with the Blavatnik School now further deepens engagement with researchers at the forefront of AI, law, and governance and reflects the view that the future of AI in law is inseparable from its governance.

Philippa Webb, Professor of Public International Law at the Blavatnik School of Government and Co-Founder of the Oxford Institute of Technology and Justice, said: “The Oxford Institute of Technology and Justice at the Blavatnik School is excited to partner with Harvey to give our colleagues and students access to tools that can help transform how law serves society.”

Amal Clooney, Visiting Professor of Practice in International Law and Co-Founder of the Oxford Institute of Technology and Justice, said: “The Oxford Institute of Technology and Justice is delighted to announce a partnership with the legal AI platform Harvey. We look forward to working together to increase access to justice for vulnerable populations around the world.”

“Some of the most important questions about AI in law today are about governance and accountability,” said Julio Pereyra, Head of Legal Research at Harvey. “We’re excited to partner with the Blavatnik School to continue exploring how AI can be responsibly evaluated and deployed in public decision-making.”
